PADOVA – Bel colpo comandante. Chi dei Vigili dopo aver fatto il suo turno si fermerebbe ancora "su base volontaria", e soprattutto di notte, magari il venerdì e il sabato dalle nove di sera alle quattro di mattina? Ma la città ha bisogno di rinforzare d’estate le due pattuglie notturne, con almeno altri due equipaggi che controllino gli automobilisti per la sicurezza di tutti, mettendosi sulle strade con gli etilometri, con il telelaser, con il narcotest.
E allora che cosa escogita il comandante Aldo Zanetti? Una formula matematica spiegata ieri alle rappresentanze sindacali per prendere due piccioni con una fava. I vigili che torneranno in servizio saranno pagati con un meccanismo incentivante che andrà ad obiettivo. Ovvero: più multano più prendono soldi. La formuletta è complicata ma vale la pena spiegarla per il suo carattere rivoluzionario. Intanto ci sarà una scheda di valutazione individuale con un punteggio da 10 a 0 a seconda che si vada dall’eccellente al nullo passando per buono, discreto, sufficiente, basso.
Ma entreranno in gioco anche dei parametri di valutazione della prestazione, con un peso specifico. Il grado di coinvolgimento nel progetto avrà peso 5, così come il grado di conseguimento degli obiettivi. Un po’ meno, peso 4, avrà la cooperazione con i colleghi. Minore incidenza, peso 2, per la precisione nei compiti assegnati, la propositività rispetto alle direttive ricevute e il rapporto con l’utenza. La combinazione di queste due colonne porterà un dipendente di categoria C a prendere, con un punteggio medio, da 16 euro a 23,6 euro l’ora. Mentre una categoria D partendo da 18,5 euro arriverà a 27,2 euro. Insomma una bella paghetta.
La novità è stata discussa ieri mattina in un incontro con le rsu aziendali, l’assessore Carrai e il capo del Personale, Paola Lovo. È uno schema che dovrà essere discusso con i lavoratori. I fondi, 31mila euro, prevedono l’acquisto anche di 200 narcotest.
