Il governo ha usato 15miliardi e 860 milioni delle liquidazioni accantonate all’Inps per le spese correnti. Denaro che – per la Corte dei conti – rappresenta una “tassazione indiretta” .

Si stanno mangiando le liquidazioni degli italiani. Il fondo di accantonamento Inps dei TFR (trattamento fine rapporto) dei lavoratori di aziende con più di 50 lavoratori, è stato svuotato di 15miliardi 860milioni di euro. Lo rileva la Corte dei Conti (Collegi riuniti della Sezione di Controllo gestione delle PA) che la giudica «un’operazione di natura espropriativa senza indennizzo o comunque di prelievo fiscale indiretto nei confronti di categorie interessate a versamenti finalizzati a scopi ben diversi dal sostegno alla finanza pubblica». …
Sono tra l’altro soldi che – al di là delle poco credibili rassicurazioni del governo – non potranno essere restituiti, visto che sono andati per le spese correnti, senza rispettare alcun vincolo di destinazione e non esiste nessun piano di rientro. Insomma i ministeri dell’Economia, degli Interni e del Lavoro si sono presi i soldi della riforma truffa avviata da Prodi-Visco e non li restituiranno.
L’altra coppia Tremonti-Berlusconi, ha semplicemente continuato l’andazzo. In questo modo mentre dicevano di non alzare le tasse, hanno praticamente tassato gli italiani di quasi 16 miliardi di euro, una manovra economica di media grandezza. E in dieci anni (fino al 2016) si arriverà ai 30 miliardi di “esproprio”.
La finanziaria 2006, infatti, cambiò la natura del TFR. Prima lo tenevano in cassa gli imprenditori (che lo usavano per l’innovazione e lo sviluppo) poi il famelico governo della sinistra escogitò questa trovata per finanziare l’Inps e non dover alzare l’età pensionabile. Così i soldi dei TFR – che fanno parte dlela retribuzione – finirono nelle arrossate casse dell’Istituto per la previdenza sociale. Incustoditi, al punto che il ministero dell’Economia ha deciso di prenderseli per le spese correnti e metterli a bilancio per abbassare il debito pubblico.
Il problema si verificherà tra qualche anno – avverte la Corte dei Conti – quando la massa dei lavoratori che hanno aderito (costretti) al nuovo regime del TFR chiederanno il denaro. Oggi il datore di lavoro a chi va in pensione danno la liquidazione, trattenendo il denaro dalle anticipazioni, più avanti dovranno anticiparlo per poi richiederlo all’Inps. Quando i richiedenti saranno più di quelli che lavorano si creerà il caos.
“Operando senza dati di riferimento probanti circa la popolazione interessata al prelievo, i versamenti e le prestazioni previdenziali in corso di maturazione – scrivono i magistrati contabili – , vi è il concreto rischio di far ricadere sulle future generazioni il possibile sbilanciamento economico del sistema, che non potrà essere colmato, se non attraverso l’inasprimento delle aliquote contributive o del prelievo fiscale”.
Insomma il “buco” si dovrà coprire con altre tasse. Il governo del centrodestra falsamente liberale non fa che rinviare il problema di chi pagherà il conto. E questo creerà problemi anche a chi ha destinato il proprio TFR alla previdenza integrativa. Infatti qualsiasi impegno in quel senso non basterebbe a coprire la voragine che si aprirà nei conti dell’Inps.
Inutili le rassicurazioni: il governo fa sapere che “il Fondo TFR sarebbe in equilibrio (anche nel medio e lungo periodo) ogni qualvolta la crescita annua del monte retributivo risulti superiore alla crescita delle prestazioni. Di conseguenza, non sarebbe necessaria alcuna forma di accantonamento per eventuali future esigenze connesse all’erogazione delle prestazioni medesime da parte del Fondo neppure in riferimento ad un orizzonte di medio e lungo periodo”. Parole fumose non sorrette da conteggi e proiezioni concrete.
Argomentazioni – scrivono i giudici della Corte dei Conti – che non possono essere condivise: “E’ di tutta evidenza che la scelta di coinvolgere, nel prelievo forzoso, le sole aziende aventi unità di personale superiori a 50 è finalizzata ad evidenziare risultati attivi di brevissimo periodo, non conformi alla consistenza economica del fenomeno”.
E’ evidente come – nel breve periodo – il saldo contabile risulti attivo, dal momento che ai 50 o più dipendenti delle aziende interessate alla contribuzione ne corrisponde una percentuale molto minore richiedente la prestazione. E, tuttavia, a maturare il diritto alla prestazione, sia pure scaglionato nei tempi futuri, saranno lavoratori dipendenti in numero maggiore rispetto a quelli azionanti il diritto alla liquidazione nei singoli esercizi di riferimento.
Per i magistrati contabili andrebbero presi a riferimento dati statistici estremamente semplificati e riguardanti fenomeni di dinamica lavorativa assai recenti ed intrinsecamente mutevoli; allo stato, dopo quattro anni dall’entrata in vigore di un siffatto sistema di prelievo, i dati (asseriti e non provati) sui quali si baserebbero le stime, continuano ad essere gli stessi dell’iniziale stima effettuata alla fine dell’esercizio 2006. Non risulta neppure disponibile la media dei dipendenti delle aziende superiori a 50, la quale è in grado di incidere in modo rilevante sulla Sezione centrale di controllo sulla gestione delle Amministrazioni dello Stato.
Nella buona sostanza, i dati forniti risultano assolutamente approssimativi, e anche se il governo avesse tutte le ragioni dalla sua parte “lo spostamento di ben 30 miliardi di euro dal settore privato alla finanza pubblica, non sarebbe affatto compatibile con i principi generali del nostro ordinamento. Infatti, oneri contributivi gravanti su lavoratori privati e sulle imprese sarebbero trasformati in prelievi fiscali di natura indiretta, se non addirittura spropriativa, irragionevolmente contrari all’equità, all’eguaglianza e al pari trattamento delle diverse categorie di operatori economici”. Insomma tutta questa storia si è trasformata in un esproprio per coprire il malgoverno.
