Se sei un “pupazzo” dell’Impero USA e consegni la sovranità del tuo paese ai potenti di Washington, ti arriveranno in abbondanza soldi, finanziamenti, armi e multinazionali in cerca di business e pronte a sfruttare le risorse del tuo paese.
Se ti metti invece in urto con questi poteri (come nel caso della Grecia), si chiudono i rubinetti finanziari e rischi il default.
Questa la lezione che si trae da due vicende parallele: quella dell’Ucraina da un lato, dove si è insediato (mediante un golpe) un governo “fantoccio” degli USA e quella della Grecia dove, grazie a libere elezioni, si è insediato un governo popolare ostile alle grandi banche ed ai diktat dalla UE.
Nel primo caso, grazie anche alla nomina di ministri con passaporto USA nel governo (vedi: L’Ucraina vara un governo con ministri stranieri) ed alla totale subordinazione di questo Stato alle direttive di Washington in funzione anti russa, tutto viene concesso, per salvare il paese dallo sfacelo economico dove lo ha trascinato la politica avventurista di una cricca di oligarchi filo americani.
Per l’Ucraina, oltre agli ingenti prestiti messi a disposizione dal FMI, ci saranno altri finanziamenti “multilaterali e bilaterali” per il paese entrato nell’orbita degli USA e della UE, la cui economia potrà nel complesso godere di un sostegno pari a 40 miliardi di dollari in quattro anni.
Lo ha annunciato con orgoglio l’amministratore delegato del Fmi, Christine Lagarde, comunicando i termini dell’ intesa di massima con Kiev per un pacchetto da 17,5 mld di dollari dal Fondo , senza garanzie ma impegnando il governo di Kiev in riforme economiche “ambiziose”.
(Le riforme “ambiziose” già attuate altrove: tagli alla sanità, licenziamenti, tagli alle pensioni, alla scuola, distruzione del welfare eccc.., in pratica il modello Grecia).
Al FMI si affiancheranno altri organismi finanziari quali la Banca per la Ricostruzione e lo Sviluppo, oltre alla stessa BCE (quella che ha negato i finanziamenti alla Grecia), ha riferito la La Garde.
In totale si tratta di “un pacchetto di finanziamenti” in quattro anni per 40 miliardi di dollari, ha precisato.
Discorso totalmente diverso per la Grecia che, nelle sue richieste per dilazione dei debiti e rinegoziazione delle condizioni di appartenenza alla UE, si è vista opporre un netto rifiuto sia dalla BCE che dall’Eurogruppo presso cui si stava conducendo il negoziato.
Obama Biden e figlioIl governo ucraino condurrà il negoziato con i vari finanziatori mettendo sul tavolo tutte quelle che sono le potenziali risorse del paese: miniere, vasti terreni agricoli, zone di prospezione petrolifera da dare in concessione alle multinazionali americane, servizi pubblici da dare in appalto, sanità pubblica ed ospedali da privatizzare, riforme del lavoro (tipo Jobs Act) per omologare il paese, ecc..
In conformità a questo piano, Hunter Biden, il figlio più giovane di Joe Biden, vicepresidente degli Stati Uniti d’America, è entrato nel Consiglio di amministrazione della più importante compagnia di gas dell’Ucraina, la Burisma Holdings.
Questo il prezzo ottenuto dal paese per essersi consegnato “spontaneamente” alla tutela degli USA sottraendosi ai precedenti accordi che intercorrevano con la Russia e gli altri paesi euroasiatici.
Questa vicenda può facilmente indicare quanto siano intimamente connesse le vicende politiche con le leve finanziarie di cui dispongono i poteri dominanti che dettano le regole a livello mondiale.
Se qualcuno ancora ingenuamente riteneva che finanza e scelte di politica internazionale fossero due settori separati, oggi si deve totalmente ricredere.
