Orso Ipato è proclamato per acclamazione terzo Doge ad Eraclea, dove viene sepolto il Doge precedente dopo un decennio di pacifico governo.
Orso è il condottiero che per primo fa dei Veneti una forza militare.
Lo stesso anno l’Imperatore Leone l’Isaurico notifica al Pontefice Gregorio II l’abolizione del culto delle immagini.
L’ordine di distruggere tutte le figure sacre provoca l’opposizione netta del Papa, sicché Esilarato, Duca bizantino di Roma, e l’Esarca Paolo si organizzano per ucciderlo.
Così ne parla il Liber Pontificalis: «Il Pontefice, dunque, rigettando l’empio ordine del principe, si armò contro l’Imperatore come contro un nemico, opponendosi alla sua eresia e scrivendo in ogni direzione che i Cristiani si guardassero dal permettere il sacrilegio.

Invero, saputo delle cattive intenzioni dell’Imperatore, tutta l’Italia adottò la risoluzione che avrebbero eletto da sé un nuovo Imperatore e assunto il governo di Costantinopoli; ma il Papa raffrenò questa decisione, auspicando il ravvedimento del principe».
I fatti precipitano e contro le sconvolgenti nuove disposizioni in materia religiosa si sollevano le genti dell’Esarcato, della Pentapoli e dei ducati bizantini nella penisola.
Ad essi si unisce il forte exercitus Venetiarum, per la prima volta menzionato anche da Paolo Diacono.
Liutprando re dei Longobardi approfitta del collasso bizantino e prende Bologna, i castelli dell’Emilia, Ravenna e tutte le Marche.
L’Esarca Paolo fugge ad Eraclea: la Venetia era indipendente, non si era ribellata all’Impero, ma aveva solo schierato l’esercito a difesa del Papa.
Nel 737 si combatte la battaglia dell’Arco tra Equiliani ed Eracleesi.
Sul canale dell’Arco il Doge Orso capeggia questi ultimi, ma dopo l’inutile carneficina gli stessi Eracleesi lo trucidano e mandano in esilio suo figlio Teodato.
Dopo la morte violenta di Orso, il popolo è contrariato dalla faziosità dimostrata da colui che avrebbe dovuto garantire l’unità politica del Dogado.
Nelle Venetiae si decide così di cambiare sistema stabilendo l’interregno dei 5 Magistri militum Domenico Leone, Felice Cornicola, Teodato Ipato, Giuliano Cepario, Giovanni Fabriciaco.
