\n\tAnche nella vicina Austria il problema della sicurezza dei cittadini è oggetto di confronto politico.<\/span><\/span><\/span><\/span>\n<\/p>\n

\n\tDa un lato sembra crescere l'attenzione sociale su una criminalità sempre più aggressiva e l'esigenza di agevolare il diritto all'autodifesa da parte dei cittadini onesti che vedono l'ostacolarsi dei propri diritti con l'inasprirsi delle nuove direttive europee in tal senso.<\/span><\/span><\/span><\/span>\n<\/p>\n

\n\tSembra dunque confermarsi in ambito europeo il ridondante proselitismo dei buoni propositi fini a sé stessi, adatti per fare i conti in tasca ai cittadini ma non per risolvere i problemi della criminalità che delle regole e normative imposte non interessa alcunché perché è sempre più armata.<\/span><\/span><\/span><\/span>\n<\/p>\n

\n\tL'intenzione di chiudere oltre un centinaio di stazioni di polizia, a fronte di un decantato ma non riscontrato decremento della criminalità, sembra veramente preoccupare i cittadini onesti inquietati anche dalla prospettiva dell'inasprimento delle nuove direttive europee sulla detenzione e uso di armi per uso caccia, sportivo e difesa personale.<\/span><\/span>\n<\/p>\n

\n\tL'europa commette ancora un gravissimo errore con la sistematica violazione dei diritti dei cittadini, primo fra tutti, il<\/span><\/span> diritto all'autodifesa.<\/span>\n<\/p>\n

\n\tMoltiplicare le regole e rafforzare la struttura burocratica irrigidisce il sistema finendo sempre per comprimere e violare i diiritti dei cittadini.<\/span>\n<\/p>\n

\n\tDas Gewaltmonopol verabschiedet sich – bewaffnet Euch!<\/span><\/span>\n<\/p>\n

\n\tDie Frau Innenminister will etwa 120 Polizeiposten zusperren und sie wird es auch tun. Proteste werden nichts nützen. Das ist eine beschlossene Sache. Damit wird die Sicherheit Österreichs verbessert – so die Frau Minister. Die Bevölkerung glaubt das nicht und hat recht mit ihren Befürchtungen.<\/span><\/span>\n<\/p>\n

\n\tDie Polizei, also die unmittelbare Vertreterin des staatlichen Gewaltmonopols, zieht sich zurück. Ihre Schutzbefohlenen bleiben zurück, wehrlos und schutzlos; einer dramatischen Steigerung einer importierten Kriminalität ausgeliefert. Da können auch manipulierte Statistiken und geschönte Presseberichte nicht helfen.<\/span><\/span>\n<\/p>\n

\n\tDamit die Begriffe stimmen: Das Gewaltmonopol betrifft die Justiz, die Rechtsdurchsetzung und die Bestrafung der Übeltäter. Und nur das. Mit Notwehr und Nothilfe hat das Gewaltmonopol nichts zu schaffen; das betrifft einzig und allein das Opfer des Verbrechens. Aber eines ist natürlich klar: Je mehr sich das Gewaltmonopol – hier die Polizei – zurückzieht, desto stärker wird das Verbrechen, es wird geradezu gefördert. Und da die staatliche Hilfe immer ferner wird und immer seltener präsent ist, desto wichtiger wird die Notwehr, die Selbstverteidigung.<\/span><\/span>\n<\/p>\n

\n\tAber gerade die dem Bürger noch verbleibende Möglichkeit, dem Verbrechen entgegenzutreten, die wirksame Notwehr, wird heute von unserem Staat behindert und hintertrieben. Und das ist derselbe Staat, der den Schutz immer mehr von den Menschen abzieht.<\/span><\/span>\n<\/p>\n

\n\tDie Verbrecher werden heute immer brutaler, sie sind bewaffnet, sie besitzen Schußwaffen, die man sich heute in diesen Kreisen ganz leicht und ohne Probleme illegal besorgen kann. Um Waffengesetze kümmern sie sich natürlich nicht. Gleichzeitig aber wird der Wunsch der Opfer nach einer adäquaten Notwehrmöglichkeit behindert und mit Verboten belegt. Zwar haben wir in Österreich ein durchaus vernünftiges Waffengesetz, allerdings wird es von den Behörden immer restriktiver ausgelegt, das Ermessen, das den Beamten gewährt ist, bürgerfeindlich ausgelegt und das Ganze von den Höchstgerichten gedeckt.<\/span><\/span>\n<\/p>\n

\n\tZur Verdeutlichung: Mit einer Waffenbesitzkarte, die immer noch leicht zu erlangen ist, darf man eine Verteidigungswaffe zwar besitzen und zu Hause haben. Mitnehmen, also führen, darf man sie aber nicht. Vom Verbrechen bedroht ist man aber nicht nur zu Hause sondern vor allem dann, wenn man unterwegs ist. Vor allem betrifft das alte Menschen, behinderte Leute und Frauen. Diese Bevölkerungsgruppe hat aber überhaupt keine Chance, legal zu einer Schußwaffe zu kommen, die sie schützen kann. Man muß wissen, daß nach heutiger Praxis nicht einmal Polizisten außer Dienst zu einem Waffenpaß kommen können.<\/span><\/span>\n<\/p>\n

\n\tNach all dem darf man sich nicht wundern, daß sich gerade jetzt der Ruf nach einer Liberalisierung des Waffengesetzes erhebt. Es gäbe dafür genug Beispiele, daß eine solche Liberalisierung gut geeignet ist, die Kriminalität einzudämmen. Die Regelungen in den USA, wo eine erleichtere Trageerlaubnis für Verteidigungswaffen geschaffen wurde, haben das unbestreitbar bewiesen.<\/span><\/span>\n<\/p>\n

\n\tUnd das sollte das Vorbild sein für eine Reform des österreichischen Waffengesetzes: Waffenpässe für unbescholtene Bürger wären nach einer soliden Unterweisung auszustellen. Gerade jetzt erst hat eine ORF-Umfrage schlagend bewiesen, daß dafür ein dringender Bedarf besteht.<\/span><\/span>\n<\/p>\n

\n\tDie Politik wird sich des Themas sicher bald annehmen. Eines Themas, das bisher verschwiegen, unterdrückt und heruntergespielt worden ist.<\/span><\/span>\n<\/p>\n

\n\tMan kann der Frau Innenminister dafür dankbar sein. Mit ihrer verfehlten Politik hat sie den Bürgern endlich die Augen geöffnet. Die Zeit ist reif.<\/span><\/span>\n<\/p>\n

\n\tDal momento che l'<\/span>obbligo di registrazione<\/span> si applica a<\/span> tutte le<\/span> armi da fuoco,<\/span> anche<\/span> la<\/span> criminalità<\/span> organizzata<\/span>, la<\/span> criminalità<\/span> importata e altri<\/span> delinquenti abituali<\/span> o potenziali<\/span> non fanno naturalmente<\/span> eccezione<\/span>.<\/span> <\/span><\/span><\/em><\/strong>\n<\/div>\n
\n\tI<\/span>l Ministero degli Interni<\/span> si aspetta<\/span> fiducioso un<\/span> enorme calo<\/span> dei reati<\/span> che coinvolgono<\/span> le armi da fuoco.<\/span><\/span><\/em><\/strong>\n<\/div>\n
